Read your post think I may have some insite for you I have a 1959 B61 with a 711 engine that has a air starter I used to have to charge the air up about three times before I could start the truck found out that with a woodward gov you have to reach about 6lbs of oil pressure before the gov would let fuel into the injectors I found that when cranking if I slowly depress the excelerator that the engine would start rather quicklee you might try that and see if it doesn't make a differance.
